What changed, and when.
The capability ledger is only meaningful if it moves. This page records the movement — every time something goes from planned, to in progress, to live. It is also the honest test of the ledger: a visitor who saw a capability listed as unbuilt in September and finds it live in November has learned something no testimonial could tell them.
The baseline.
Entries start from the capability register snapshot below rather than being reconstructed backwards. We would rather begin an honest record today than publish a history we cannot evidence line by line.
