Where it breaks down.
When the load changes. A filing is only correct as of the moment it was made, and freight changes — a trailer swap, a driver change, an added shipment. In a two-system arrangement the TMS knows and the customs tool does not, and the gap between them is discovered at the border rather than in the office. The second break is rejection: it arrives somewhere the load record cannot see.
